Radial Blur
This tutorial was made in
Adobe Photoshop CS3, and used in that, or higher. They are not to be redistributed, please credit.
Step 1. First, choose a picture.
Step 2. Duplicate your picture.
Step 3. Go to Filter>Blur>Radial Blur. Set your settings to match mine.
Your picture should look like this:
Step 4. Choose the eraser icon. Change the brush size to 145 px, circle brush, and 40% hardness.
Step 5. Run the brush in circles over the picture, leaving a border of blur.
It should look like this:
Step 6. Add your text and then your done!
