Pixelate
This tutorial was made in
Adobe Photoshop CS3, and used in that, or higher. They are not to be redistributed, please credit.
Step 1. Choose your picture, and then duplicate it.
Step 2. Go to Filter>Pixelate>Mosaic.
Step 3. Now, if you want your entire image in pixels, then you are done. But I, only want a part of it. So I will be taking my brush, which I set to 145px and 40% hardness, and running it around where I don't want pixels, on the BACKGROUND COPY.
Your image should look like this:
Step 4. Add text and then your done!
